- Completion of relevant checklists and documentation to ensure compliance
- Conducting risk assessments and implementing mitigation strategies
- Evaluation of transfer area conditions, including weather and traffic considerations
- Notification and communication with relevant authorities
- Mooring equipment, fendering, and related operational safety measures
- Development and execution of contingency plans for unexpected situations
- Case studies and hands-on simulator exercises to apply learning in realistic scenarios
Objectives
By the end of the course, participants will be able to:
- Assess key factors, including vessel conditions, safety, and environmental considerations, before commencing an STS transfer operation.
- Supervise the correct rigging of fenders, wire tails, and moorings, ensuring safety and compliance with industry standards.
- Evaluate weather and traffic conditions to determine whether the transfer should occur at anchor or while underway.
- Establish clear and effective communication between vessels, and coordinate agreed cargo transfer procedures.
- Complete all necessary reporting and notifications to relevant authorities, ensuring adherence to regulatory requirements.
- Understand vessel interaction dynamics and use them to bring two vessels safely alongside one another.
- Identify potential hazards early, such as adverse weather or incompatible vessel drafts, and take corrective action to avoid undesirable situations.
- Maintain accurate records for every stage of the STS transfer, ensuring compliance and traceability.
- Understand the basic liabilities and risks associated with STS operations, including legal and financial implications.
